Yes you can write buggy programs in any programming language. But you seriously believe that the Flash runtime has 100% unit test coverage? That it has no bugs of varying severity? That there might not be a serious bug in a multithreaded runtime that Adobe can't or won't fix? Apple spent extra effort to build a software "buffer" between Flash and a browser because of Flash programmers? You don't know what you're talking about.
