Is there way to jailbreak the iPhone 3Gs with 3.1.3 firmware?
Reader question: I want to jailbreak my iPhone but I couldn't find a way to do it with the firmware 3.1.3. If there is a way please tell me. If it works I will vote best answer!

there is no way lol, just go here http://www.felixbruns.de/iPod/firmware/
and download & install 3.1.2 and jailbreak that with blackra1n!

YES YOU CAN, however for the updates it provides, I wouldn’t bother, see this link, it has all the files and instructions you would need to give your 3Gs the 3.1.3 jailbroken update.
