You can’t jailbreak and it’s likely that you won’t see anything until after 4.0 is released this summer.

if you just got your iphone and its on 3.1.3 fw, then there is no way to unlock it yet. but if you have upgraded it from an older fw to 3.1.3, then use the Sn0wbreeze to unlock your iphone.
